I have more than 35 years of general experience and at least 25 years experience within contract/project management of which 18 years are international experience. With extensive experience with contract/project management on various government and commercial international projects, involved in training, writing tender dossiers including procurement activities related to supplies, services, construction (buildings, power plants, roads, special projects), complex projects with time sensitive deadlines, financial and technical audits, review missions, assessment of tenders, etc. Proven experience in financial management, monitoring and reviewing performance of projects and subcontractors for costs and milestone accomplishments. Contract/Project management of multi-disciplinary teams, ensuring work is completed on time and within budget using computerized project management, QA and accounting systems, and staff management. Projects included oil and gas plant shutdowns, off shore services, construction, and complex services support. I also have extensive experience in planning and controlling resource requirements (financial and manpower) for project groups as well as procurement of work within the defined business area and preparation of contract proposals and documentation. I have been responsible for writing international master contract documents for numerous projects to insure on time completion and within budget. |

Responsibilities/Tasks: Responsible for contract management for Dragados Gulf Ltd., for the onshore and offshore contract management of FIDIC contracts with client, and subcontracts for the engineering, procurement, and construction of a diammonium phosphate facility on a turnkey basis for a furnish a complete and fully operational plant for the Ma'aden Phosphate Project, consultant Worley Parsons, in Ras Az Zawr, KSA. · Established a nondestructive testing services division for a major company in the United Arab Emirates, the first company to develop and use computerized reporting systems via network in support of nondestructive testing services. · As the senior manager for a start-up company, was able to achieve profitability for the company in less then eight months. This was accomplished through initiating proposals, professional management of projects, and accomplishing projects on time and on budget. · Designed, wrote and implemented a complicated program in C Basic for verification of reports submitted to U.S. Congress. Program evaluated thousands of possible error combinations in each report to ensure information submitted was correct. · Served on Special Assignment, USAF Contract Review Board Member, was responsible for review of all contracts for legally sufficient and conformity to regulation and law.
